Character Name: Kou Seiya/Sailor Star Fighter
Series: Bishoujo Senshi Sailor Moon anime
Timeframe: The beginning of episode 184--Seiya is spending the night at Usagi's and is whisked away as literally /every character in the show/ shows up to hang out
Background: Sailor Star Fighter, alias Kou Seiya, lives in Tokyo, but is a guardian of the planet Kinmoku, which was destroyed by Sailor Galaxia. She, along with fellow sailor guardians Star Healer and Star Maker, flee their system and eventually land on Earth, where they take on the appearance of men and the names Kou Seiya, Kou Yaten, and Kou Taiki. They form a boy band in hopes they will become famous enough that Kinmoku's princess, Kakyuu, who fled separately from them, will find them on Earth.
Unfortunately, Sailor Galaxia has turned her eyes to the Sol System, and the Sailor Starlights have been helping the Sol System's Sailor Guardians to fight off her lackeys since arriving. During this time, Seiya has fallen for Tsukino Usagi, entirely by accident and much to the disdain of Yaten and Taiki.
Personality: As Sailor Star Fighter, she is extremely serious and a capable fighter. She prioritizes the mission of finding the princess above all else, but isn't above helping others on the way there, in contrast to her comrades, who are unconcerned with anything but finding their princess. Seiya, on the other hand, is a shameless flirt who really doesn't have much of a serious side. He's a goof, he really likes sports, and he really likes the fact that thousands of girls know his name. He also is generally pretty friendly even if you AREN'T a screaming fangirl, but if you know his music, it'll get you some brownie points.
Appearance: Seiya is humanoid in appearance and is fairly tall and gangly. She also has very dark blue hair with a rat tail that is almost as long as she is tall.

Abilities: On the mundane side of things, Seiya can play the guitar and sing. His real ability is when he turns into Sailor Star Fighter. As Star Fighter, she posesses an attack called Star Serious Laser, which is...about exactly what it says on the tin. She can fire a laser from her hand, and she can control the intensity of said laser. It's about half as strong as normal here. Beyond that, she has good durability and some hand to hand combat training, but nothing really superhuman. Other than the laser. She just works out.
As a note, I imagine Seiya either has some kind of instant translation ability or learns languages VERY quickly, because Seiya is fluent in Japanese after being on Earth for less than a month, and I doubt this is commonly spoken on Kinmoku. So, I'm kind of handwaving his language as "space magic". If that is NOT okay, please let me know and I'll come up with an alternative!
Items: Seiya has a brooch called the Sailor Star Yell which allows him to transform into Sailor Star Fighter. He always has it, and so it will be on him when he arrives. He also will have his clothes, but no shoes. He's wearing house slippers. He was indoors in a Japanese household, after all.

"Odango! Good morning!"
Seiya, in true Cliche Anime Character fashion, is running up behind Usagi with a piece of toast hanging out of his mouth. Considering he is behind even Usagi, it is safe to assume he is running very late this morning. He catches up to her, his encroaching grin making it a bit more difficult to keep the toast hanging precariously from his mouth.
"Seiya?? Why are you walking? Don't you have a car or something? And you're by yourself!" Usagi would probably look more concerned if she were less confused. Maybe the car is in the shop?
"I decided to see how the other half lives today," he says, finishing off his breakfast. "Didn't realize I would probably need to leave earlier than if I were taking the car, but..." He gave her a wink. "...now I get to walk with you. Must be fate!" He gives her a wink. She makes a face at this, but her blush betrays that she doesn't mind it as much as she'd like him to think she does.
"You're hopeless," is her reply, and coming from Usagi, Queen of Lateness, that is saying something.
"Ah!! You wound me! How will I ever bounce back from this...?" He manages a look of very genuine anguish. Comes with being a paid actor, Usagi guesses. "Come on now, Odango. Let's kiss and make up."
This earns him a surprisingly hard shove, and it manages to knock him off his feet. Surprised at her own strength, Usagi stops.
"AaaaaaahhhIdidn'tmeantohityousohardareyouokay???"
For a few moments, Seiya says nothing. Then, wordlessly, he stands, eyes not leaving the ground until he is fully back on his feet, when he raises them just enough to make eye contact. His expression is grim, but a smile quickly creeps onto his lips.
"You'll pay for that, Odango," comes his best 'Japanese horror movie ghost' voice. "This outfit cost twenty-five hundred thousand yen!" This is a lie--it's the exact same school uniform he ALWAYS wears and while they're not CHEAP, they're certainly not that expensive--but Usagi is not exceptionally bright and her face goes pale.
"I'll find a way to pay for it!! I swear!! Please forgive me! I didn't mean--"
Seiya cuts her off with a lunge forward, trapping her in a half-hug-half-some-kind-of-wrestling-hold. "You'll have to pay me back by going on a date with me!!" This is when Usagi realizes he's not being serious, and it earns him an elbow in the stomach. When he recovers from the blow, he's laughing. Usagi is less amused.
"Jeez, Odango, a man can only take so much punishment! You--"
He is cut off by the sound of a school bell in the distance. Usagi panics.
"Aaaaahhh, you made me late!!" She takes off in a sprint and Seiya follows, half-running--he's still choking on his own laughter and he has to stop every few steps to collect himself.
"You were already late!" Seiya can barely talk, he's laughing so hard. Usagi ignores him and quickly outpaces him. Finally managing to collect himself, Seiya stops and looks off at her shrinking figure, smiling and shaking his head. "I'll catch up with you someday, Odango. I guarantee it."

Well, good evening, all you ladies out there--and gentlemen, I guess.
[Despite being from The 1990s, Seiya has figured out the communicator pretty quickly. You are
treated to a smirking teenaged boy--girl? It's hard to tell. They are EXTREMELY androgynous.]
Would any of you lovely people care to tell me where I am? I know I party hard, but it's not usually so hard that I forget what I'm doing from one second to the next. And this doesn't look familiar.
I'm SURE you know I'd love to spend all the time in the world with you, but...as an idol, I have a busy schedule to get back to. As you probably already know.
